Allocation Notice for 2 Industrial Parcels
The industrial parcels owned by Ceyhan Organised Industrial Zone (COSB) within the boundaries of Sarımazı Neighbourhood, Ceyhan District, Adana Province, as detailed in the table below, will be allocated.

Basic Conditions of Allocation
1. The conditions required of the facilities to be established and of the investors under the plot allocation/sale are as follows:
Belonging to a sector eligible for regional incentives under Decision No. 2012/3305,
An export value of more than USD 250,000,
A low environmental risk,
Use of renewable energy,
A low water requirement (not exceeding what COSB can supply),
Possession of a process report,
Falling outside the scope of “Facilities That Cannot Be Established”*,
Requested electricity, water, natural gas and other infrastructure needs not exceeding what COSB can supply,
Possession of a production information form*,
A declaration that a notarised undertaking will be submitted*.
When allocation applications are assessed, scoring will be carried out according to the standard evaluation table; the number of criteria in the table and their weightings may vary from one OSB to another.
2. Applications may be rejected after taking into account factors such as the existing sector structure, the impact of the facility to be established on the infrastructure and wastewater treatment plants, its triggering effect in the event of any adverse incident, and its impact on people’s working and living conditions.
3. Where more than one application is made for a parcel, the persons to whom the allocation will be made will be determined by tender. The conditions for determining the allocation by tender are as follows:
Before the tender, applicants will be required to provide, as an application fee, a cash advance payment of 1% of the total price of the plot to be allocated, or a letter of guarantee with a term of 3 months. This amount will be deducted from the advance payments of the firms that win the right of allocation in the tender.
If, starting with the firm that submitted the highest bid in the tender, the plot allocation contract cannot be signed, or if the tender is abandoned, the amount they have paid will be refunded after deducting one per cent of the total price of the plot to be allocated. No interest, late-payment surcharge and/or compensation will be paid beyond this. If the contract is signed with the first firm, the guarantees of the other firms will be returned.
If a plot refund is requested after the plot allocation contract has been signed, the amount paid by the investor will be refunded after deducting five per cent of the estimated value. No interest, late-payment surcharge and/or compensation may be claimed beyond this.
4. This notice will be published at https://www.ceyhanosb.org.tr/ for a period of 3 (three) weeks from 06.04.2026.

FACILITIES THAT CANNOT BE ESTABLISHED IN CEYHAN ORGANISED INDUSTRIAL ZONE
1) Crude oil refineries, coal or bituminous shale liquefaction and gasification plants and asphalt plants, liquefied petroleum gas filling and storage facilities, cement factories and plants producing cement clinker, nuclear power plants and other nuclear reactors, facilities designed for the storage, disposal or processing into intermediate/final products of radioactive waste and similar radioactive waste facilities, facilities related to the production or enrichment of nuclear fuels, recovery plants for industrial wastewater, bilge water and similar wastewater, facilities in which flammable/explosive/combustible substances are produced, stored and filled, petrochemical complexes, brick and tile factories and coal-washing, lime, gypsum and emery plants (except for plants that use closed processes, gas or liquid fuel and filter systems on dust sources in their production), chlor-alkali plants, sites producing sulphuric acid, phosphoric acid, hydrochloric acid, chlorine and similar chemical substances, the nitrogen industry and fertiliser factories integrated with it, facilities in which asbestos or asbestos-containing products are processed or converted, raw hide processing facilities, paddocks and facilities solely engaged in animal slaughter, crushing and grinding plants for talc, barite, calcite, antimony and similar minerals (except for plants whose raw material areas are closed and which use filter systems on dust sources), solid waste separation plants, facilities for the final and/or interim storage and/or landfilling of any type of waste, and facilities for the disposal of toxic, medical and hazardous waste by incineration and chemical treatment, and plants generating electricity from solar and wind energy (except for those established by a participant for its own needs in industrial parcels and service support areas),
When allocation requests received by the OSB are assessed, the Board of Directors will reject, without any further investigation and/or assessment, requests falling within the scope of the facilities that cannot be established under this decision.
Where an allocation request is made for a facility that is not among those listed above but whose establishment in the OSB may be considered objectionable, taking into account factors such as the facility’s impact on the infrastructure and wastewater treatment plants, its conformity with the flow rate and treatment capacity, its triggering effect in the event of any adverse incident, its impact on people’s working and living conditions and planning integrity, the Board of Directors may reject the request outright. Alternatively, for facilities which, on the basis of opinions or reports obtained from the relevant institutions and organisations at the applicant’s expense, it concludes raise no objection to being established, it may also decide to allocate, provided that all measures it determines are taken to comply with the environmental legislation in force and to ensure that the activities of the other participants are not adversely affected.
